Work Community Development Plan
The employer must, in co-operation with the employee representative, develop a work community development plan and maintain it in order to develop the work community in a systematical way for the long term as a part of the dialogue.
The work community development plan contains partially similar matters as the former personnel and training plan. The work community development plan replaces this. In addition to promoting employee competence, the purpose of the plan is to bring attention to maintenance and promotion of well-being at work and the ways workforce is utilized (also principles of using external workforce).
The equality plan set in the Act on Equality between Women and Men and the non-discrimination plan set in the Non-discrimination Act can be implemented as a part of the work community development plan.
If the employer is terminating employee contracts on financial or production-related grounds, necessary changes have to be made to the development plan in conjunction with the dialogue after the end of change negotiations.
