Use of Land and Building

Land use and building are regulated in the Land Use and Building Act. However, the Land Use and Building Act does not create any rights to use land or construct. Such rights are maneuvered in the municipalities by local planning, land policies, permit systems and building ordinances. In addition to the Land Use and Building Act, building is regulated in detail by the Land Use and Building Decree and supplementary regulations and instructions, which are included in the Finnish Building Code and the municipality’s building ordinance.
