Hierarchy of the Planning System
Land use planning is performed through plans. The planning system is a system of hierarchy where the plan with a higher rank in the system steers the subordinate one. On the very top of the hierarchy are the national land use objectives, which are resolved at governmental level. The regional land use plan (regional plan) is the highest actual stage of planning and it guides the lower level of planning. Regional planning harmonizes national, regional and local land use objectives. On the level of local master planning and local detailed planning questions concern local viewpoints of land use. On such level of planning the authority and monopoly to conduct plans lies within the municipality.
